About FDMIS

The State Department for Fisheries and the Blue Economy  was created vide Executive Order No. 1/2016  under the Ministry of Agriculture Livestock and Fisheries. The State Department comprises of four directorates and one research institution, namely:

1. Administration;
2. Aquaculture Development;
3. Resources Development and Marketing
4. Policy Research and Regulations

Research Institution

The Kenya Marine and Fisheries Research Institute (KMFRI) is a semi-autonomous research institution under the State Department, mandated to undertake research in marine and freshwater fisheries, aquaculture, environmental and ecological studies for sustainable exploitation of fisheries resources.

Mandate

The State Department of Fisheries is mandated to facilitate the exploration, exploitation, utilization, management, development and conservation of fisheries resources as well as aquaculture development and to undertake research in marine and fresh water fisheries.

Core functions

The functions of the State Department for Fisheries and the Blue Economy includes:-

1. Fisheries Policy;
2. Fishing licensing;
3. Development of Fisheries;
4. Fisheries marketing;
5. Fish quality assurance ;
6. Development of policy framework for Kenya’s Maritime Blue Economy;
7. Development of Legal, Regulatory and Institutional Framework for the Blue Economy
8. Enhancement of Technical Cooperation
9. Maritime Spatial Planning and integrated Coastal Zone Management
10. Protection and Regulation of Maritime Ecosystems
11. Protection of Fisheries EEZ
12. Overall policy for Exploitation of Agro-Based Marine Resources
13. Development of fishing Ports and associated Infrastructure
14. capacity building for sustainable exploitation of Agro-Based Marine Resources
15. Promotion of Sustainable Use of Food based Aquatic Ecosystems
16. Protection of Aquatic Ecosystems
17. Promotion of Kenya as a centre for Agro-Based Blue Economy
